Kaohsiung City’s Strategy Towards Net Zero Emission by 2050

Although Kaohsiung is an industrial city, it does not back down in the face of climate change. With the efforts of the city government, industries and the public, Kaohsiung's emissions in 2020 was reduced by 19.4% compared to the base year (2005), exceeding the national targets of 2% reduction in emissions by 2020 and 10% reduction by 2025. Kaohsiung has the highest carbon reduction rate in the country. The city government has set the goals of 30% reduction in emissions by 2030 and netzero emissions by 2050. It has also drafted the Kaohsiung City Netzero City Self-government Ordinance (Draft) for climate legislation.

In order to achieve the net-zero goal, the city government has set up netzero pathways and policies for six departments to promote measures including the installation of solar PV systems, electrification of transport vehicles, encouraging public transport and recycling for zero waste. As for the industrial sector, a net-zero industry alliance has been established, promoting three major strategies—manufacturing process improvement, energy conversion and circular economy—to create a low-carbon industrial chain. Kaohsiung City will continue to work towards the goal of becoming a net-zero city by 2050 through all departments’carbon reduction strategies, self-government ordinances and citizens’lifestyle transformation.
